[译文]大道被废弃了，才有提倡仁义的需要；聪明智巧的现象出现了，伪诈才盛行一时；家庭出现了纠纷，才能显示出孝与慈；国家陷于混乱，才能见出忠臣。

In history, an arms race where the loser were forced to pay the war reparations,  thus nobody wanted to be the loser.   Result: WW I, and then WW II.   rational behavior leads to irrational destruction .

US Constitution Article I Legislative Section 7.2: Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law.

话说中国古代的迁都问题。  美国的政治首府和经济首府绝大多数都不同城市。 比如DC在南北之间的无人带建起。基本上每一个州政府都不是本州最大城市。  这是美国城市发展的基本准则，才能防止官商腐败和争利。 中国汉武帝大规模把各地豪富连根拔起，送到长安眼皮子底下，甚至全家好吃好喝荣养被当人质。 中美不同是很多层次的不同，一眼望不穿的不同。
