MD: Mission Statement 对于组织其实挺重要的。而且不知道是谁写的。 常常可以挟带私货。

美国人对宪法很熟，写mission statement, 喜欢模仿用宪法Preamble。特色是：尽量简单，action oriented. USCIS 可能也是这样。 两个版本应该都是宪法粉丝的杰作。 但是倾向性很明显。如@ML指出。
