文化有很多unspoken protocol. 比如，政府官员，特别是有野心有名声的政府官员，一般不接受请客吃饭喝酒，不接受某“敌对”国的馈赠。 不管是什么，以免犯错。 华人一眼看去，觉得是政府清廉道德高尚，其实是人不信任你，规避风险而已。很多lobbyists 他们自己就曾经是官员，很清楚该怎样达成默契协议。
